I’m requesting information on what employers need to allow regarding time to pump during the day. I am in Iowa. My daughter has a split-shift job and works the first shift 8 – 12. Her employer just told her that she needs to stay longer to make up for the time spent pumping.

Please read the page. Iowa has no workplace pumping law therefore the employer does not need to provide or allow any pump break whatsoever.

To “admin.” on this website the Federal Law does outline the workplace law. So, would that not preempt the fact that Iowa does not have one? http://breastfeedinglaw.com/federal-law/

In this area, one may choose either federal or state law, whichever gives you the best result. However, as you can see on the federal page, the federal law has no enforcement provision and is therefore of no use unless a worker is fired.
